Current Responsibilities

Doug Allen brings more than two decades of experience in transportation planning and development to his position directing a broad range of program development functions for DART. As a member of the Executive Leadership Team (ELT), he provides support to the President/Executive Director on management issues and is responsible for the Planning and Development, Project Management and Commuter Rail Departments. His responsibilities range from development of the long-range system plan for the agency; preparation of detailed plans, schedules and designs to implement the plan; construction of light rail, commuter rail and bus facilities; and operation of the High Occupancy Vehicle Lanes and Commuter Rail. Specific functions of the departments include the following:

Planning and Development

  • Long-range system planning
  • Bus/rail service monitoring, planning and scheduling
  • Planning, environmental studies and preliminary design for bus, rail and HOV
  • Economic/joint development initiatives
  • Engineering and operation of the HOV system

Project Management

  • Engineering and construction of light rail and bus facilities
  • Real estate

Commuter Rail

  • Management of DART-owned freight railroad corridors and interface with other railroads
  • Operation of the Trinity Railway Express, in cooperation with the Fort Worth Transportation Authority
  • Engineering and technical support of commuter rail and railroad management functions
