Jim received a Bachelor of Science in Civil Engineering in 1984 and a Master of Science in Civil Engineering in 1986, both from Texas A&M University. He is a registered Professional Engineer. Jim began his civilian career with Kimley-Horn and Associates in 1986 in their Dallas office. He began his career in local government in 1990 as the Traffic Engineer with the City of Beaumont, Texas. In 1998, he was appointed Traffic and Transportation Director for the City of Irving, and was appointed as the Public Works Director in 2003. In March, 2010, he assumed the duties as President of the Denton County Transportation Authority.
He is also a Lieutenant Colonel in Texas Army National Guard with over twenty-seven years of military experience. He just completed a deployment to Afghanistan as the Design Engineer with the 176th Engineer Brigade. He had responsibility for construction effects and civil military operations within the Brigade's area of operations. His previous military experience ranged from Engineer Platoon Leader through command of the 386th Engineer Battalion in Corpus Christi, TX. His military training has included the Airborne Course, Basic and Advanced Engineer Officer Courses, the Combined Arms and Services Staff School, and the Command and General Staff Officer's Course. His awards include the Bronze Star Medal, the Meritorious Service Medal, the Army Commendation Medal, and the Army Achievement Medal.
Jim and his wife (and greatest supporter) Nancy have been married for almost twenty-five years, and they have three children (Bob - 20, Greg - 16, and Allison - 14).
